Smithing and enchanting rules...have they changed?

I'm trying to get a handle on the smithing structure ever since 1.3.10, and how enchanted items effect quality of smithed items.

When the game first came out, for better or worse you could "stack" fortify smithing enchanted items. 20% ring of smithing here, 18% robe of smithing there, etc etc all stacking together to create badarse amours and helms and the like.

I'm finding that now, since 1.3.10 and the betas, these items don't stack, or at least stack inconsistently and oddly (sometimes yes, sometimes no, sometimes a bit). It seems erratic and unpredictable somehow.

I'm not trying to use an exploit, or even make a case that there should be stacking, but I am trying to figure out how it works now, and am finding it confusing.

Anyone else getting erratic results with this, or is it just me? If someone has the new 'system' figured out, I'd love to have it explained to me.

I definitely noticed a decrease in the magnitude of my "fortify alchemy" abilities sometime in the past several days. I haven't noticed this on any other enchantments, but I don't use most of them.

These aspects of gameplay haven't been changed in the beta patches, and I don't see how a 1.3.10 game could be altered in the "past several days" other than by introducing user-made content. The game does have a bug where if you equip several items with the same enchantment and the same magnitude (e.g. Fortify Smithing 20%) that they will show up in the Active Effects as all being from one item. The enchantments are working however, and this is just a bug in how they are dislayed in the Active Effects.

You could craft and improve some iron daggers putting on one piece of attire on at a time.
