I'm curious about this as well. I don't really like either side in the Civil War, but I want that house.

I did the Blood on the Ice quest all the way through (including both parts), and the guide made it sound as though you could buy the house afterward, but the steward has no dialogue option even mentioning the house. He just thanks me profusely for catching the murderer and tells me the guards will like me more now. Whoop-de-doo. Gimmee that house!

Have to get halfway through the stormcloaks or complete it with the empire, be sure to buy the cleanup before the living room or you're stuck with the mess.
