I'm not sure about the success of the update to 1.4.

When it was downloading via steam, steam crashed. It seemed to restart and finish when I restarted steam, but since then, mods that require the latest version of skyrim have not worked (and given a warning saying that skyrim is not up to date).

Anyway, steam says that I have the latest update, but the mods that use it and check for it say I don't. Is there anyway for me to check, and is there anyway to download and install the update manually, to make sure it is indeed updated?

Nope, update is only done via Steam. Verify the files, just in case. And, if you still have issues, your mods may need to be updated to work with the update.

so if it hasn't updated, what can I do?

You can try verifying the files. In game, press ESC and the game version is in the lower left. Check it so you know what version you are on.
