I'm doing the forsworn conspiracy quest in Markarth. The first time, I let them take me to the prison. This playthrough, for role play reasons, I refused, so I killed the corrupt guards on the temple, plus a few more that started coming in. Because I killed all witnesses, part of the bounty was dropped but I still got a 4000 bounty.

Now when I'm walking about, guards will attack me on sight. I've tried to turn myself in by sheathing my weapon and activating the guard but nothing happens, they keep attacking.

Did I screw up Markarth? Do I have to kill all guards in Markarth if I want to continue quests there?

Nevermind. Killed most guards in the city, went out of the city, ran from a few on the gates then one coming from the road ahead started the dialogue allowing me to surrender. It seems I can continue the quest afterall
