How do i get the cowl with the mask on it, I have tried all the different cowls on, even the ancient one but still cant get the mask, anyone know how to get it?

You barely ever see the front of your body now anyhow. It appears to be a glitch, but even the one that says it has a mask, doesn't. Then again, it may depend on your race. It just wouldn't work for an argonian, for example.

In the initial quest in the abandoned shack. Steal a execution mask of of the NPCs. It looks better than any other mask in the game

I'm playing a female wood elf and the masked version works just fine. I've heard reports that the reptillian and feline races have problems with it however. Which race are you playing as?
