I had a ini tweak that removed the delay from switching from first person to third person. (Instant switch) I can not find that tweak searching Google. Anyone know it?

Try deleting your .ini files, and starting up the launcher/game. Doing this generates new, default ones.

No I had a hard drive fail and I lost my tweaks. I looking to find this tweek again.

I found a backup of my old skyrim.ini

[Camera]fMouseWheelZoomSpeed=60.0000f1st3rdSwitchDelay=0.9500iHorseTransitionMillis=001

Now I have instant first to third person again.
