How did you switch language? Did you re-download the game from Steam in a different language and then reinstall it? Because that is how you are supposed to do it.

Now, are you running any mods? If the mods were for a different language game, then it can effect NPCs from speaking in rare instances. So, load the game with no mods selected.

I switched it via steam, and before I did it, everything runs fine, even with my mods.

Have you tried it without the mods? As I said in my other post, mods in a different language than the game can cause issues.
