Missing battle music haunts me; from PS3 to PC.

Okay, so I'm one of the fans who owns the game for PS3. I've been waiting since the end of Decmber for a patch to fix the issues with that version, but I wanted to play again, so today I've been playing it on the PC at a friend's house. We downloaded and installed the high res texture pack on Steam, as well as some other assorted mods through Steam, and started playing.

It looks and sounds great, but a bug I developed in the PS3 version seems to have haunted me over to the PC: I'm not getting battle music. On the PS3 version, it took nearly 100 hours and a level of 50 for the music to go "woosh!" On the PC version, it started as soon as I left the tutorial area. I've gotten some scattered bursts, but mostly it's been only atmospheric music duing combat.

What gives? What causes this bug, and how can I escape it? I was considering purchasing this game for the PC, but the no battle music bug is my biggest pet peeve, and it's following me around across platforms.

It has been my experience that non-dragon battle only plays in Skyrim when you are facing an enemy that is a serious threat to the player, like a humanoid enemy with powerful magic. Lesser creatures like mudcrabs or wolves shouldn't trigger battle music unless, for example, you are low level and encounter an Ice Wolf for the first time. Standard bandits don't usually trigger battle music for me, but if there's a Bandit Marauder or Chief nearby that's a different story. All in all, the battle music system is different than that of Morrowind or Oblivion in that it reserves battle music for serious threats or dragons.

I thought about that, but when I played on the PC today I was only level 6 and a single Draugr gave me battle music, but then later groups of three or more gave me nothing. On the PS3 version, I don't even get battle music when I'm fighting Ancient Dragons. The game is simply devoid of battle music.

Meanwhile, the friend who's PC I was playing says he gets battle music for every enemy he encounters, regardless of level and power.
