Winterhold seems like it needs to be rebuilt. There's not even a proper shop in town (ok, there technically is, but it's never open; the shopkeeper lady stays outside 24 hours/day and never offers to trade with me).

Is there some quest to restore/rebuild winterhold, or something else to get the shopkeeper to open her shop?

You're bugged. She's supposed to be in the shop.

Ohh. That svcks. Anyway to unbug her with the console? Like I said, her and her brother have just always stood outside her shop. How long do you have to leave an area to get it to reset? Maybe if I go to a different city, and wait for 3 days (I think that's what it was in Oblivion), perhaps she'll reset?

So, does anyone know how to get an NPC to reset their AI routine and start following it again, if they get stuck?
