There is no path leading to it. Once you arrive at the Top area, You have to skip and hop up the slope to the very very tip of the world.

Are there any perks to having it, or is it purely for reference?

Gives you a smithing bonus for one thing. +5 Smithing

Also has a slight lightning enchantment should you decide to attack with it.
