I can't use the console to fix it since it appears that the game doesn't even realize it's in my journal (see pic).

Edit: Forgot I had attempted 'resetquest' prior to that screenshot. It doesn't seem to matter though--I loaded a save and while every stage through 10 shows up as 1 on an sqs, the setstage command does nothing.

Count this as a bump because I'm stumped.
