I thought they will turn hostile when they see me wearing amulet of Talos.

I am 85% sure I saw an NPC in Solitude sell one. I think wearing one is not enough to put you in chains, you have to be actively worshiping. There is a misc quest that proves otherwise so I am not sure. If you are just a peasant they can probably arrest you, but if you are well armed and wealthy they probably need to present evidence to the jarl/legion and saying he wears a talisman isn’t good enough.

And then there's the whole "There's been several reports of Justiciary inqiusition teams going missing in his vicinity... do I really want to tangle with him?"

They may be morally repugnant and fascistic... but they're not stupid. They don't want to cause a scene and have a team of inquisitors be publicly roflstomped by the Dragonborn in front of everyone.

Whenever I run across them, I make sure to tell them that Talos is Awesome.

One of my favorite things to do is talk to them on the road and tell them I worship Talos, they turn hostile... they take dirt naps.

Same, every time I see them I give them a big, enthusiastic, "Talos loves you!"

Remember to report all Talos worshipers that you find. It's not just a good idea, it's the law.
It's better to be a coward that's afraid of the Thalmor and help them kill your neighbors than it is to risk your own life.

I went into solitude once and they were escorting a prisoner. It was the first and only time so far ive seen them in a city I dont think they are supposed to be in cites while transporting prisoners just on the road. Anyways I told them you got me I believe in talos of course they attacked me but it was funny because the solitude guards helped me kill them.

I kind regret not keeping count of how many I have killed. There was a fort, several execution squads and the embassy... *sigh* if only talking to thalmor there ws a "come at me bro" dialouge option. Im honestly suprised they still try and enforce the law in skyrim with the trouble I give them.

I also wear a Talos amulet for both RP and thalmore-trolling reasons XD
I'd love to see them really angry but no one gives a [censored]. I wish there were moar thalmore patrols on the roads
