Can't get HD DLC to load through .ini changes

I have the DLC esp files disabled and have the requisite changes in the Skyrim.ini and Skyrim_default files.
For some reason the HD textures are no longer loading. If I go back and enable the esp files then the HD texture load.

Anybody else having this problem?

Working fine for me - can you post the relevant section from your .ini file?

Looks OK, the top one is in your personal documents area, I assume?

The only thing I can think of is you have a mod that's overriding the DLC. When you have the DLC referenced in your .ini files, then the "loose files" kick in on top of them. When you reference the DLC via the normal tickbox approach, they'll be dominant. Let us know what mods you have installed, maybe remove them temporarily (easy if you did the sensible approach via NMM!).

Otherwise, verify your Steam cache and try recreating your .ini files from scratch is always a good recommendation.
