My question is if you max your skill like enchantment to 100 does that influence your enchantments on items or weapons as well? or only if you use perks in the skill tree? Was wondering this cos im afraid of having to less perks ^^ thanks for reading or answering this!

I'm pretty sure just levelling will improve your enchantments, but the perk tree will improve it significantly more.

More skill points means better effects, so 100 skill is the best possible effect. Perks are additional effects that can be added to increase a skills potency.
Example - 1 hand weapon @100 is the "normal" max damage - adding the 5 perks for damage increase makes it the "perked" max damage.
