You can't find them in a certain place, at a certain Level you will start to see Shopkeepers selling it, and Bandits and other Enemies with it as you loot them...

Arrows can be found in dungeons and you can use an exploit to duplicate them so you can more.

You can join the Thieves guild in Riften, Brynjolf will approach you in the market in Riften.

There's a shop in solitude that sells arrows. i forget the name and if they're stock levels however.
