Desc:
I have miscellaneous quest "Speak to Sapphire about Shadr's debt". This quest cannot be completed because Sapphire don't want to talk with me. Every time I try to talk to her, I get response: "I don't have any business with you, so get out of my face". Also, she just stands on the bridge in front of The Bee and Barb and does nothing else, 24/7. It's minor quest so I just ignored it, but here starts the problem. Sapphire is member of Thieves Guild and as guild member, she is required to participate in ceremony of appointing new guild master. As described above, she does nothing, therefore stops ceremony from happening, because game requires all thieves guild members to be present in cistern.
I've managed to overcome this bug by attacking her, which expelled me from Thieves Guild. At this moment she looses her essential NPC status so I killed her in a fight. Then I accessed console and revived her using "resurrect 1" command. This enabled me to finish Thieves Guild quest(payed fine to rejoin guild first). Still problem stays of her ignoring me and killing her scratches her misc quest of the journal.


P.S.
Game occasionally crashes my PC when loading saved game, but only when I just launched the game. Also can't start new game if not playing in window, crashes PC.

I don't suppose you know of a way to fix this quest if you've completed all the Thieves Guild main quests before doing the special jobs, do you? This actually prevents "Under New Management" from ever starting. I never even had a problem finishing the "Shadr's debt" quest to begin with.

I tried killing and reviving Sapphire, and paid the fine just as you did but this didn't work either. I've also tried all the setstage console commands without any luck.

Any thoughts on this?
