Lucan. The general goods trader in Riverwood. He's the one that gives the Golden Claw quest.

You need the investor perk though.

Not in one stop, but if you return the thieves guild to glory, you get merchants down there who collectively easily have 10k within about 20 feet of each other. maybe 20k.
