I thought the patches auto update when you run skyrim? It still says I have patch 1.3

Steam should automatically download the update if you're connected to the internet. It's not updated by running the game itself. Try right clicking on Skyrim in Steam and press properties. There, on the Updates tab, make sure it is set to 'always keep this game up to date'.

You may want to also check out the beta PC patch that just came out. Getting that patch is a little different than the "production" patches which was outlined above.
