Im trying to hand in the quest Osmund's Request to Enthir. Ive been and got his staff and he seems to be bugged. He only repeated "This is going to be bad for business....." and wont let me interact with him.
Anyone else got the same issue? Ive done a search will no luck.

Also have this issue too - is he meant to be in the college? Cause I'm finding him in the Inn in Winterhold, rather than the college.

Ditto. Can't get rid of the staff or complete the Theives Guild quest. I've interacted with him at the college and in Winterhelm, both with the same, lame, "This is going to be bad for business".

I've completed that quest, so either you're glitched or there's something you haven't done.

The quest for the Grand Staff of Charming is bugged. But, there is a workaround.

1. Purchase the bedroom set for your house in Whiterun...it includes a Shield and two Greatswords (well worth the 250).
2. Remove one of the swords.
3. Equip the staff.
4. Look at where you removed the sword and a prompt will appear asking you to Activate the rack...press the Activate key/button.
5. The staff gets removed from your equiped hand and gets placed on the rack.

The quest system then picks up the staff and marks it. Then take it to Enthir to complete the quest.

Have you progressed in the main college quests at all? I ran into exactly what you guys are describing at a certain point in that quest chain. After I completed a few more of the main college quests, Enthir was ready to do business again. I figure it's meant as something to help set the mood for what's happening.

If you're not sure, check the hall of elements and see if anything interesting is going on in there.

Ive had this happen altho not with enthir, but the old conjurer dude who needs the cogs. Couldnt turn them in after I had visited a barred up Hall of Elements (after the Thalmor has started his hellraising), but had no problem doing it before I activated that part of the quest line.

So yeah, I guess my best bid is on the main quest line.
