In the loading menus sometimes there's a dark elf guy wearing shrouded armor and duel wielding two awesome looking dark blades so does anyone know where I can find this guy IF I even can?

And there's also a loading menu that has a sword that looks alot like the daggers that the dark elf guy has so info on that would be nice

The weapons are Daedric if it's the same one I'm thinking of. I doubt the actual guy can be found in game but you never know.

Where can I get the weapons?

You can make these weapons with 90 smithing and the right perks in it.

Havent seen the guy ingame anywhere.

I did some digging in the game files, and those people are not anywhere in the game.
It seems they are basicly just static meshes for showing off(which was very dissapointing, I was looking forward to using the badass CHARGE animation the Braveheart Nord had ).

You can also zoom and turn 'em around with the left mouse button in the loading screen
