Getting rid of annoying "eye adjustment" effect

Always having the screen go overbright when looking from ground to sky, casting a fire spell, etc. gets old fast imho. Nor does it accurately model the way the iris adjusts as the effect is too slow and overdone (as if you're always coming out of a dungeon into broad daylight). Does anybody know a way to disable this HDR eye adjustment effect? I found http://skyrim.nexusmods.com/downloads/file.php?id=10919 which does it, but I'm hoping to find a way that doesn't require a mod. Thanks.

This is the mod you want. All it does is disable that effect, and that's it.
