Where can I find potions or else ring I.e. that could strengthen my enchantments ?

Only potions can fortify your enchanting skill.

You can make potions of fortify enchanting by mixing snowberries and blue butterfly wings. Otherwise you can sometimes find fortify enchant potions as loot in dungeons, or sometimes alchemists have them for sale.

Are there some specific places where I can find these ?

No problem! Blue butterflies can be found fluttering around all over the place around Whiterun, like in those plains. Snowberry bushes are all over the place in the northern parts of Skyrim, especially in the region around/between Dawnstar, Winterhold and Windhelm, in the northeast. Also alchemists might have these things for sale.
