I did this at level 63, while searching for clever ways to easily level up skills that I normally do not use. With 105k gold on me, the investment didn't matter. Warning though: this is more boring than watching molasses run down the side of anything that's outside during the winter. It works though, and that's my point.


Check it out:

1) Dual enchant a set of Neck/Ring/Hat/Clothes that you don't care about with Fortify Restoration & Fortify Destruction while using a +32% or so Potion of Fortify Enchanting.
2) Your casting cost for Restoration and Destruction spells will be 0.
3) Find any random standing stone that's guarded by a spell caster.
4) Go in with normal gear equipped and destroy everything the caster summons/raises without killing the caster.
5) When the caster is the last one standing, equip your Restoration/Destruction set.
6) Set Healing Hands and Spark to your Left and Right hands.
7) Open Fire!

The healing hands levels your restoration and keeps the caster alive, while the spark will deal damage and drain the caster's magicka as your destruction gains.

Added Bonus: the caster won't wander around on you.
Warning: You'll be outside, so be wary of random dragon attacks.
