I am nearing the end of this quest..I headed to dragon bridge to meet the contact for a new contract but he won't talk to me. Whats up with that?

At first I thought he didn't want to talk because someone else was in the room but even after the other guy left he still wouldn't talk..I really hope this isn't broken...
