Becoming Thane of Eastmarch purchasing Hjerim.

I've completed all the quests in Windhelm, including Blood on the Ice but can't find how to become Thane Of Eastmarch. I have joined the Imperials but only done a few quests for them so I dont know if that makes a difference. I have no option with Windhelm steward to buy the Hjerim house. Is this a bug or can I not be Thane now I've joined the Imperials or do I have to wait till after the civil war quest line? Any help will be appreciated.

If you've joined the Imperials, you have to finish the entire Imperial questline to be made thane.
