When I've played skyrim and saved my progress and quit, it always goes downloading about 5 minutes 3 mb/sec. And this is really every time and annoying

Propably synchronizing with Steam Cloud, -uploading your save in other words. You can turn the feature off, unter Skyrim's properties, as you see it in Steam Library.
