Well.... High Elves run the fastest and hit the hardest thx to their hidden height stat... but it's only an 8% boost over std (Nords have +3% and Orcs +4%. Khajiit & Breton Females, and Wood elf males, suffer penalties from 2% to 5%. Everyone else is standard)
Fairly minor reason to pick a race though really.
You'll want lots of stamina... and you'll need the dual wield perks as soon as you can get em.
Overall.... I am underwhelmed with dual-wielding. My spellsword CAN and sometimes does dual wield (dual enchanted swords ftw) but really... just having heal in my offhand is almost always preferable... let alone a shield to block with or a spell to deal damage with (that they can't block). It's kinda a fun stylistic thing I do sometimes... but to be effective?
Not so much.
If you want to max melee damage output.... 2 handed weapons will yield you better results while still allowing you to "block" (sorta) and, more importantly, bash enemies who are power attacking you. (attack while blocking.... if they are power attacking, it will counter and stun them. HUGE move in melee combat that dual wielders, or 1 handed weapons without a shield, can't do.)
Just be aware.....
