Weird combat, etc. delays

Skyrim has worked just fine for me up until recently, and it seems to have coincided with my (for the first time) using several mods via the Steam Workshop. The problem is that quite often (in fact almost 100% of the time) when I sneak around and fire an arrow from my bow, I release, but the arrow doesn't actually fly towards the target until several seconds later. This seems to happen mostly between battles when I haven't shot an arrow for a bit (the 2nd and 3rd, etc. arrows I fire after the initial one tend to release in sync with the release of my mouse button, but not always). The bug is also occurring with my sneak attacks with daggers. I will sneak up to an enemy and backstab them, but the critical hit sound will, most of the time, be delayed from the actual hit--in the same manner as the arrows. Also I just noticed that the same thing is now happening with the "traps" with the soul gems which shoot out a type of magic at you.

disabled/uninstall the mods you installed prior the anomaly happened.

Yeah that's my plan if no one on here knows what's going on already. The process of elimination method will take a while and simply disabling mods doesn't always delete/revert certain game files that the mod replaces/changes. I may just have to do a fresh reinstall and install each mod one at a time until the bug crops up again. Hopefully it's not being caused by some combination of two or more mods or that will be basically impossible to figure out.

Okay now I'm having another odd bug which I've never experienced before, and maybe it's related. I was in a Dwemer dungeon and as I was about finished inside I ran into a few Falmer which were about 2/3 their normal size. They were definitely too small as my arrows sticking out of them were huge, and their corpses laying next to other normal-sized Falmer were definitely smaller? Related? Something separate?

I think I've narrowed down what is causing this issue. I did a totally fresh install and didn't install any mods but I did start editing my .ini files to what I had before the problem, one line at a time. The game is fine until I enter "iPresentInterval=0" to disable vertical sync. As soon as I do this the arrow delay and backstab delay problems occur. Is this normal? I haven't had this problem until recently and for several months I was playing the game with vertical sync off and not having this delay issue. Is there a fix for this? Also, in case it's important, I am using Dxtory to limit my FPS to 60 (vsync off). For now I guess I'll have to leave vsync off, but it's odd that this problem seems to have come out of nowhere because vsync being off never caused this problem for so long.

I personally wouldn't remove V Sync it can cause all types of problems. I got by on release for a while like you said and then all of a sudden wild physics timescale out of wack and even some flickering. What is the refresh rate of your monitor? Resolution being used and is it your native? Do you disable it and use DXtory because of mouse latency issue? I ask because I use a 360 controller to avoid the terrible mouse input the game seems to have.

I'm running at 2048 x 1152 which is my native resolution and I'm limiting Skyrim's FPS to 60 using Dxtory, and that's also my monitor's refresh rate. I did the FPS limiting because without it stuff would explode off the walls every once in a while when I entered a room, and the mouse vertical vs. horizontal sensitivity was being affected by really high FPS situations. I get significantly better overall FPS with vsync disabled so I would obviously prefer to have it off, and for many month I was using the same setup with no problems at all (even no timescale problems or flickering, etc.), then all of a sudden I'm having arrows firing two or more seconds after I release and backstab critical sounds not happening until a few seconds after they're already dead. This doesn't always happen, but it happens often enough to make the game really annoying to play. I have no idea why this is happening now.

I have the exact same issue with Bandicam FPS limiter. Whenever the FPS limiter is enabled, my first arrow in a melee will be delayed several seconds.

It doesn't happen all the time, but often enough.

I have the exact same issue with Bandicam FPS limiter. Whenever the FPS limiter is enabled, my first arrow in a melee will be delayed several seconds.

It doesn't happen all the time, but often enough.
I have a feeling it's being caused by the vsync being turned off. If I have vsync on AND DXtory on, I don't have the issue, but if I have vsync off I have the issue whether DXtory is running or not.

Odd. My problem is definitely occurring *only* when vsync is off. I wouldn't mind leaving vsync on but I get bad mouse responsiveness (sluggishness) when it's on, and disabling vsync is the only solution I've found. At this point I'd rather deal with the delays than the terrible mouse response, but it would be nice if I could have both, though that might be asking too much ;)

Do you have a wired xbox 360 controller? or a PC xbox 360 controller? I find they work ten times better than my mouse on any setting and I have a 120 dollar Logitech Mouse that works amazing with everything else.

No, and I got it on computer so I wouldn't have to use a controller, hehe.
