I attempted the quest “A Night To Remember” before discovering Markarth then fast traveled out of the City (after being brought there automatically by the quest, and doing a few local quests within the city). However, afterwords, discovering Markarth (for the world map) became impossible, thus it is only possible to fast travel to nearby locations such as the Stables just outside.
