Probably not since hardcoe Rpg'ers would cry to much. Also it's funny how most of these hardcoe RPG'ers play the PC and actually do change their perks around.

I doubt it.

I restarted my character after reaching level 35, all because I messed up on perks. It is annoying, but good planning can overcome it.

I suggest playing several characters without doing any quests, to try out the perks; or read up on what each of the perks do by using the internet or guide.

I second this.

I played every race with different archetypes for the first hour. I highly recommend this route.

Just save your perks until you are ready to fill in a certain part of a specific tree. Not a big deal at all, even on Master difficulty level.
