I have been able to up until now, I have 100 smithing and all the smithing perks. I went back to a much older file and could upgrade to legendary in that. It only appears to have happened in my current save file and it's really annoying me. I checked all my perks and tried to use the console commands to fix it. It didn't. I use a lot of mods and they come and go. I have uninstalled all of the mods I have downloaded since last being able to improve things to legendary and still, it does not work. Have I corrupted the save file by any chance? I have no idea what is going on and I really need some help with this.

Any help would be appreciated.
