So with a bit of testing I have found a bit of a hidden glitch of sorts; if not yet to be reported or not.
An easy way to level ones weapon skill; simply just attack a guard three times. Put weapon away; and repeat. That's all there is to it!
Attacking a fourth time however makes the said guard attack you. Also be sure NOT to kill them, as well.. that is pretty frowned upon.
