Stormcloak cuirass : V

Light armour, no perk needed to improve it, requires one leather.

My smithing level is 91; I have all the perks except the dragon armour one. I've been able to improve it up to "exquisite" and when I try to push it to "legendary" I get a message reading that I "lack the required skill". Why??? Of course, I have the necessary piece of leather.

Because of the simple fact IT IS NOT on the tree (Leather). Neither is Iron. Both you can only upgrade to Flawless.

UNLESS you use the Alchemy trick and make Fortify Smithing potions that let you get it up to Legendary.

I upgraded an ancien nord helmet to legendary and I can't even upgrade the cuirass to "flawless"; it's stuck to "exquisite".
