Missing things

Alright, at first it wasn't bad... Follow the treasure map, find out where the treasure is supposed to be, and it's not there... Ok, I can deal with that.

But now, I'm trying to complete the "Compelling Tribute" quest for the imperial legion, and the "Incriminating letter" isn't showing up in ANY of Auriel's (or whatever the Jarl's Steward's name is), not in her pockets, not in her dressers, not anywhere around her quarters.

I kind of NEED that letter to keep going on with the quest. Soooo... Is my only option to cheat it into the game? Or cheat my way to the next part of the quest?

Treasure maps/chests were gimped with the 1.2 patch.
They worked fine with 1.1 and will, again, with 1.3

In particular,
We all know this is a huge game, and everyone has a different experience. We’ll continue to do everything we can to make the game better and better for as many people as possible every day. We’ve also realized that with the millions upon millions of people playing Skyrim, we need to treat our updates with greater care. If we get too aggressive trying to fix a minor issue, we run a risk of breaking something larger in a game like this. To be safe, we are prioritizing code side fixes right now over data fixes. Quest and balance issues are usually data, and those will start rolling in a large way with the January updates.

Soooo.... The quest is bugged an incomplete-able because the letter didn't spawn then?

Bingo.
You can try an earlier save or wait for data patches to start rolling out in January.

Well, it turns out that the treasure map chests didn't start appearing on the current character I'm playing either... I might just start a whole new game... which kinda svcks, as I was just starting to like this character... I'll see if a new character fixes anything.
