Where can I find the Clear Skies Shout and the Sanguine Rose

Clear skies shout is from the main quest. Sanguine rose is from a drinking contest that happens at a certain level, I don't know which.

I don't know the level requirement (there might actually not be one come to think of it) but the Sanguine Rose is attached to a quest you get by having a drinking contest in the Bannered Mare in Whiterun. I believe the guy is named Sam and he's at the bar.

ok tnx guys ...i kind been avoiding the drinking contest with sam quest lol, as i hate being in the city Morthal, evey soldier keeps saying Hey, dont i know you , and when i engage in converstion , they either want me to pay them or want to start a fight and cart me off to jail , lol wats up with that? lol
