So I've got these weird lines showing up occasionally...

Doesn't seem to happen indoors, or within caves or dungeons, but this also doesn't seem to happen everywhere outside. Seems stronger with a certain amount of lighting (see video). Also, I can no longer see underwater, and these issues were not present prior to patch 1.5. No changes to my graphics driver were made (or within its control center), and this is the only game I'm having this occur in.

System Information
Graphics: Radeon HD 6950 (1GB)
Memory: 8192mb (1333mhz)
CPU: AMD Phenom II x4 955 Black ~3.2 GHz
MOBO: Gigabyte GA-970A-UD3
OS: Windows 7 Ultimate (64-bit)

This video was taken directly after a clean reinstall, and no mods were used.

I have the exact same issue... when I first saw it I thought I was on drugs and tripping out!!! I've noticed it doesn't seem to happen at night but in the daytime it's extremely distracting!! There has to be a way to disable the grass shadows thing in the ini's!!

Awesome! Deleting my d3d9.dll and letting Skyrim regenerate a new one fixed both these problems.

Skyrim does not have a d3d9.dll file in its directory. If you read the thread (the link to which you quoted), this is made clear. The only way a d3d9.dll file would be present in your game directory is if you placed it there by installing a mod (including shader/injector mods). As this is not a part of a default Skyrim install, it will not be downloaded from Steam if it is deleted.
