I finished the stormcloak questline and try to buy a house in windhelm but the guard and the dead bodie wont show up at the graveyard so i cant start the quest to buy the house.So then i try to get a house in solitude but all the npc in the blue palace seems to be in "court session" all the time and i cant even finish tending the flames b/c the dude cant perform his poem since the "court is in session"

Im not sure if its the stormcloak questline or if i messed up something or just that part of my game is glitched

Not sure about the Solitude quest, but the Windhelm quest ("blood on the ice") is bugged to death and won't start for a lot of players.
