Help with Smoke and Lighting Glitch

Made a quick video to illustrate a problem I am having trouble getting to the bottom of. I have been noticing that smoke and some lighting seems to be flickering on and off depending on the angle. It's most noticeable at night, but the problem does also exist during the day.

Video pretty much says it all, but I am wondering if this is just normal in Skyrim or if there is something I can do about it. I have seen evidence of this happening in other youtube videos but haven't seen anyone really comment on it.

System: AMD x4 965 @4.0ghz - 8 gig 1333 mem - GTX 480 1536mb - Windows 7 x64

Things I have tried:

1. Remove, clean install of newest graphic drivers. (now at 296.10)
2. Update all driver and windows in general.
3. Reinstall Skyrim from scratch to vanilla state (1.5)
4. Delete ini files and let SKyrim create new ones.
5. Disabling, testing and re-enabling pretty much every combination of settings in Nvidia panel / inspector and game launcher.

Any help would be appreciated. Thanks. :smile:

I get flicking water at night, not during the day (Radeon). It's so odd.

Think I read somewhere that the water problem could be fixed on ATI cards by disabling "Surface Texture Optimization" in the Catalyst Control Panel. (not sure if this is the exact setting name)
