There's a sudden delay when talking to NPCs. It started today after i made my 4th character, there's a 10 sec delay between every line of dialogue and when opening shop inventories. reinstalling didn't fix it. really need a fix as it's really frustrating to play the game now.

I've got this same problem and I find i've stopped playing the game since it started happening.
