crossfire and low performance?

I am preeeeetty sure this has been discussed before and because of that it is impossible for me to understand the TONS of info on this subject so i hope someone could help me and my specific PC here.

System.
Intel I7 920 @ 4GHz
3x2 GB RAM
2xHD6950 @ 900MHz core
windows 7 pro x64

Im using the latest 12.3 driver and did a driver sweep before upgrading.
i have the HD pack installed and a few mods (non graphical)

Now the game runs more and less bug free (more and less) but with 8x AA and AF in the launcher an all things set to high (also those that could have been ultra) and even without FXAA i get pretty bad FPS for a system like this. 40-50'ish and microstuttering.

Now is there something i need to change in the INI files or in CCC or what on earth am i doing wrong. The amount of combinations to try out makes me think i figure this out when TES online is out :P

On my setup I disable AA and AF in the launched and force them through the CCC, seems to perform better.

Also, I could not see any noticeable difference running AA higher than 4 samples in game.

The other thing to take in to consideration is resolution, if you're running at higher than 1920x1200 you may be running out of VRAM, that texture pack is pretty brutal.

I cant for some reason use the AA and AF settings in CCC. Simply cant override it :(
im running at 1920x1080

You should be able to, you just have to un-check "use application settings"

Thats not a checkbox in 12.3 but i can choose override application settings wich i would assume is the same but it doesnt work. Loads of jagged edges ingame.
