Over shoulder 3rd person help

I've been trying for about 2 hours now to center my 3rd person view since I use 3rd person for vanity not for combat. I read a post somewhere that said to add this to skyrim.ini

My ini was in username/my documents/my games/skyrim

And when I loaded up my game it did not work. Still over the shoulder. Can anyone help me? I tried searching on the forums but I'm not very good at it and only came up with FOV fixes for first person.

To add to this, I remember the 3rd person view being centered when I started the game (before 1.5). Now, the target is far off to the right of the character. This throws off the camera during dialog and other times. One day, I noticed that the 3rd person view was shifted to the side. Is this from 1.5? If so, I second the original poster in wanting it centered again.
