I've been playing the game continously since 11/11/11 and still haven't made it past about halfway through any of the guilds or MQ. I'm a perfectionist when it comes to TES games and would like to complete everything as close to 100% as possible. That includes every single minor quest (within moral boundaries of course).

For the second time i have entered a town ridiculously late in the playthrough after focusing on other quests, only to find i can't get some of the minor quests from the the residents of Whiterun and now Dawnstar. The NPCs talk to me, they just wont offer me any jobs to do.

I have been trying to be neutral in regards to civil war situation, but is helping towns loyal to one side or another affecting my reputation with the opposing towns?

This is killing me because if i can't get this sorted i'm going to have restart the game AGAIN! I can't rush through and play the MQ and factions, so i may never be able to know what the hell is going on in the game Seriously i can't enter the spoilers section often because i haven't done anything major yet.

I really would like to know what factors are involved in making quests available if anyone knows.

Shouldn't affect quest-giving as far as I know. Winterhold isn't much of a town anyway. More of a inn and a house or two.

Just confused as to why i can't get quests sometimes. I try to stay out of the rebellion as long as i can, so it shouldn't be a reputation thing.
