Absolutely no NPC will talk to me. No lip movement, no words, nothing.
I even deleted everything but the main .bsa files and checked game integrity on Steam to redownload everything that was missing.
No mods installed. Not sure what's happening, but it's weird.

Also, performance went from 60 steady fps looking from Dragonsreach to Whiterun to 13 after the patch while using only the official HD texture pack.

Try deleting your ini files in My Document/My Games/Skyrim.

Also your BSA files hold the information for sound.
