The game used to run at a solid 60 unless I was in a crowded area but now almost every exterior area in the game makes my framerate drop considerably. I tried disabling mods and lowering graphics settings nothing helped.

Specs:
GPU: 6950 2gb
CPU: Sandy bridge 2500k
Ram: 4gb

Game shouldn't be running this badly.

A lot of people have reported that restoring their skyrim.ini and skyrimprefs.ini has fixed some issues. Hopefully in an upcoming patch we'll see the ability to disable shadows on grass.
