1) Maven Black-Briar. I went through all the Thieves Guild and DBH quests hoping there might be something to do with Maven, but, alas, there wasn't. I was kind of disappointed on that front- she's such a big player in Skyrim/Riften that they could have done an interesting quest or two with her. I was really hoping there would be something involving taking her down, and removing her influence from Riften to make it a better city, or, in the reverse, siding with her to extend her influence. I was kind of disappointed that you couldn't help the Thieves Guild break away from her. I think it could have been quite interesting to see.
2) Quest involving Dengeir/Sidgeir in Falkreath. It would have been interesting to see a quest in which you help Dengeir take back the position of Jarl. Yes, he can, after the meeting in High Hrothgar (and I believe the Stormcloak questline?), but he never actually acknowledges it, annnnnd it would have been nice if it had been, possibly, a separate quest.
3) Helping cure Nelkir. Yeah, there's a quest involving him, but... you never actually talk to the Jarl again, and you don't get to help cure/save him. You talk to him once or twice, then get the sword, and then it's over. Would have been fun to have had an alternate option in which you go against Mephala and help bring Nelkir out of his hatred. Most of the Daedric quests have multiple endings, so I was... kind of surprised this one did not.
4) Rebuilding Winterhold and/or Helgen. I know this is a pretty obvious one, but nevertheless! I was, like in the case of Kvatch, saddened that there was no option to rebuild the place. I was excited to go to Winterhold my first time, as I thought it would be a big, bustling city, being next to the college and all. Nope. Not a chance. Although it probably would have been tough, it would have been quite interesting to see an option in which you help the town rebuild, and potentially drive the college away, or maybe restore relations between the town and the college. Same goes for Helgen, in the rebuilding. I'm sure mods will come out to make these quests, but I'm including it anyway.
5) Dark elf uprising? Could have been interesting to maybe help the dark elves get better living conditions, either by moving out, or helping them rebuild their section of the city.
6) More to do with werewolves. I was incredibly excited to see werewolves would be back in Skyrim... and then disappointed to find out there isn't much to do with them. Yeah, there are a few Companions quests involving them, and Hircine's, but... I would have liked to have seen something more to do with them. After all, there are quite a few quests involving vampires, but not many involving werewolves.
7) More to do with the Forsworn. The Forsworn quest felt very.... cut short. It doesn't produce many notable changes in the city, and... well, it was such a major problem in Markarth/the Reach, and yet the quest itself was quite short.
8) In general, a bit more quests in the factions that actually work towards working your way up, rather than going from a nobody to a somebody, and quests that actually require you to use that skill. (IE you need sneak/lock-picking/pick-pocketing skills for Thieves guild, sneaking/lock-picking for DBH, magic for College...). Also, more individual/non-radiant quests.
9) Last but not least... the Thalmor. Would definitely be interesting to see options to go against them/help them.
