Where are the Werebears?

Werebears is the most common lycanthrope in skyrim, so where are they? I hope to see Werebears in the game but not as a disease like werewolfs or vampires, i dont think that werebears kill people to feed, what do you think?

I want to be a werecat if a play a Khajiit - Damn they must feel soooo bad them felines when they get to be doggies because of lycanthrophy ....

So, just to be clear, here, your narrative is that anything that you wouldn't play as is a "waist" of developer time?

So, you never set foot near:
The capital of a hold near the start of the game.
A guild quest that's also near the start of the game.
Several forts.

And you miss out on stuff. Well that's just not right!
