In Enchanting the final perk gives you the option to enchant a given object with two enchantments. Are both enchantments full strength? Also, do they have to be added at the same time and in one sitting, or can you add the second effect at a later time? I'm having trouble deciding what I want my second enchantment is gonna be on my current set, and wanted to know if I need to [censored] or get off the pot.

Both at the same time per item. Both are full strength.
