Water isn't see-through/doesn't refract

How do I get water see-through so that i can see everything beneath it when standing above water? right now it's a black-ish color and you can't see anything through it unless i set it to refract that specific object. it's not the watertype that's causing it, because i tried using bathhouse water from the ultra-luxe in my cell and the same happened, nor is it the placeable water object because of that reason. It only shows the floor pieces that i set to refract by it specifically. However in the Ultra-Luxe bathhouse cell the water isn't set to refract anything under water, it just does it automatically. how do i do it?

I did set the water noise texture and you can see the small waves, and the water looks right when you're under water, so that can't have anything to do with it...

by the way, all tutorials and advice i found (like here http://geck.gamesas.com/index.php/PlaceableWater) say the same: set stuff under water to be refracted by the water manually. but water in the cells made by the FNV devs somehow manages to work without it?

My bad... the pool water in the UL does have a refract list. How do I add stuff there quickly, because i can't drag and drop, it's read-only, can only add water to objects, and there's a lot of stuff under water.
