Water vibratingflashing and quiver glitch

Hello,

I've got a problem concerning water. The moment I get close to water a black bar appears on it's surface and it's vibrating extremely. If I move towards it it moves proportionally away from me. If I go far enough into the water the bar disappears.
Also every water movement is extremely overdone. A deer jumping into a lake causes a local earthquake - water is shaking madly around the obstacle.
The black bar I've seen so far only at the hunting camp with the row boat near the guardian stones you usually first encounter after starting a new game.
I also have mostly between 50 and 75 FPS (75 is my cap).
I already deleted all the mods, resetted all the nvidia settings and reverted ini and prefsini. I tried to go down to the most lowest graphic settings and it's still there...
Nvidia drivers and everything is already up to date...
Any hints as to what it may be?

Also if I take away all the arrows of a dead NPC, he still has a quiver full of arrows on his back...

And: how can I (hopefully) eliminate z-fighting without applying medium settings? I don't have any on medium, but on ultra it's ultra disturbing. I don't really care about detailed extremely distant mountain sides...

It was the SLI problem that Skyrim has. I fixed it by enabling 3D in Nvidia CP and hiding the 3D-Effects.
