I just completed the thieves guild quest were you go through that guys house and you can find chillrend at the end, and i was thinking that i would love to have chillrend on my warrior character. I was wondering if i could get it without doing the thieves guild?

Using the console to cheat would work. I haven't tried to get into Mercer's house without doing the thieves guild quest chain, but if its possible that would be the other way.

The thieves guild does not even require you to sneak for its missions. You can just barge in a home, kill all of the mercenaries guarding it and take the item.
